RFQ: Construction Manager-at-Risk
Henderson County Hospital Corporation d/b/a UNC Health Pardee (“UNC Health Pardee”) is soliciting services for Construction Manager-at-Risk (CMAR) for a complex renovation project at 800 N. Justice Street, Hendersonville, NC 28791. The project will consist of a phased renovation of existing Emergency Department. The final unit will create (8) behavioral health rooms, associated staff and patient support areas, upgraded security office, improved rapid care rooms. The total renovated area will be approximately 5,000 square feet. The refurbishment of the existing 1,750 square foot waiting room is also being considered as a part of this renovation.
A Pre-Proposal meeting will be held January 29, 2026, onsite at 800 N. Justice Street, Hendersonville, NC 28791 at 11:00 a.m. EST All intending to submit proposals are required to attend. At this time, a link will be provided to all interested parties including the CD set of drawings for the project and details on bid submittal process.
Proposed Scope of Service:
The awarded CMAR will perform the following tasks in order to complete projects for UNC Health Pardee:
The CMAR will be chosen based on demonstration of:
- Workload able to accommodate this project
- Record of successful projects of similar scope
- Previous experience with Pardee Hospital or other healthcare providers
- Key personnel with healthcare contract experience
- Projects completed on time or ahead of schedule
- Construction administration abilities
- Quality of minority participation plan as required by G.S. 143-128.2
The Project includes the following:
The scope of this project includes a phased renovation of existing Emergency Department. The final unit will create (8) behavioral health rooms, associated staff and patient support areas, upgraded security office, improved rapid care rooms. The total renovated area will be approximately 5,000 square feet. The refurbishment of the existing 1,750 square foot waiting room is also being considered as a part of this renovation.
The surrounding spaces will need to maintain normal operation throughout the duration of construction. Infection control will be a focus on this job given its proximity to patients and staff members.
UNC Health Pardee’s main goals for the project are to create space within the Emergency Department to help support the new Adolescent Behavioral Unit, enhance the front end patient in-take process, expand security office, and improve the existing waiting room to make it more welcoming and comfortable to staff/patients.
Selection Process:
Proposals submitted by the deadline will be evaluated by a selection committee comprised of representatives and staff from UNC Health Pardee. Each firm will be evaluated based upon the following criteria.
The major categories which compose the evaluation criteria are as follows:
- History of CM Firm and Office Locations
- Current and past experience and performance in providing services for similar acute phased renovation projects and/or similar locations.
- Evaluation of key personnel.
- Depth of firm, including project team (Preconstruction Leader, PM and Superintendent).
- Evaluation of proposed schedule and strategy for navigating today’s volatile market.
- Evaluation of Preconstruction means & methods, including Value Management approach.
- Claims history
- Note: No preliminary budget estimate is asked for at this time.
As a general guide to prospective proposers, the Professional Services selection procedures adopted by North Carolina, appropriately modified by Pardee Hospital, will be employed in the selection process, as noted above. All proposals must include all aspects of North Carolina law and Henderson County policy. The owner may or may not interview potential candidates to assist in the selection process.
Standard of Award:
The standard of award for this Request for Qualification will be based on the demonstrated competence and qualifications to provide a CMAR Contract for UNC Health Pardee. Proposals will be reviewed after opening and will be ranked in order of choice based on selection criteria at which point contract negotiations will begin with the most qualified firm. Should negotiations fail with the initial qualified firm, UNC Health Pardee may, at its discretion, continue negotiations with lower ranked qualified firms. UNC Health Pardee shall not be bound or in any way obligated until both parties have executed a contract. UNC Health Pardee reserves the right to delay the award of a contract or to not award a contract.
UNC Health Pardee reserves the unqualified right to reject any and / or all statements of qualifications, and to waive any informalities in so far as it is authorized to do so and further specifically reserves the right to make the award in the best interest of UNC Health Pardee.
